Japan Post has announced a temporary suspension of certain mail services to the United States, effective August 27, 2025. This decision follows the U.S. government’s termination of the “de minimis” exemption, which previously allowed low-value packages to enter the U.S. duty-free.
Starting August 29, 2025, the U.S. will impose tariffs on all international shipments, including those valued under $800. This policy change requires transport operators like Japan Post to submit customs declarations and pay customs deposits to U.S. Customs and Border Protection. However, Japan Post has stated that the procedures for compliance are unclear, making implementation difficult.
In response to these new regulations, Japan Post will no longer accept:
- Parcels containing goods intended for sale or consumption
- Personal gifts valued over $100
The $100 limit is based on U.S. dollars, and with the current exchange rate, it equates to approximately ยฅ15,000. This means many items, such as premium souvenirs or multiple gifts in one package, may exceed this threshold.
Despite these restrictions, Japan Post will continue to accept:
- Letters and documents
- Personal gifts valued at $100 or less
For items that do not meet these criteria, Japan Post recommends using its UGX international courier service, which may offer alternative shipping options.
